REP. KEVIN KILEY, flanked by Loyalton Mayor Joy Markum and Eastern Plumas Health Care CEO Doug McCoy, are shown prior to the ribbon cutting at the Van Daam water leak on Fourth and Haggard Way on September 22, 2025. Rep. Kiley stated he was, “Very happy to see it finally come to fruition.” Loyalton Mayor Joy Markum stated how she was “truly appreciative.” She credited Doug McCoy in helping with the paperwork. Her next step is to get with their engineers and plan out the next section of work this winter to start in the spring. They applied for more funding but were not successful and now have a letter for $2.6 billion grant funding for which they’ll apply. Joy reminded the community of “money in the bank,” the $315/year Water Infrastructure Fee on their taxes.
