LOYALTON CITY COUNCIL met December 17th in the absence of Councilman Joe Dines and following a Closed meeting. It was Mayor Joy Markum’s birthday. She announced the Council was “very pleased” with Kirsten Whitley’s work and what she’s learned and had approved a $2/hour pay raise to $22/hour.
The next day’s planned power outage was discussed with verification that both Leonards and Gonzo’s will be closed. It was stated the outage, from 8 a.m. to 6 p.m., will be due to replacing the poles and a whole new line.
Under Staff Reports, Council member Sue McIlravy thanked Greg Lonergan for going “above and beyond” the call of duty, who volunteered and cleaned all of Main Street prior to the Christmas Market. She further thanked Rotary and Jessica Folchi.
The Council approved the “quite high” Bill Sheet of $412,419.37 which included $252,730.79 for the waterline replacement and $94,394.85 as the first bill for the roof repair. It was noted the City hadn’t received payment from Environmental Protection Agency yet in payment for the water line.
In Public Works, Sue reported the City crew was repairing potholes.
The Council reaffirmed its State of Emergency Water Distribution System.
The Council was not having success with its prior Ad Hoc Committee and was asking the community for input on the next steps for water repair lines. Joy suggested having DOWL inspect the hospital well for repair, which it had estimated $50,000 to repair, or to work on the “back bone” of the main water line or Church Street which blows the fire hydrant. Councilman Bill Mertton suggested to ask DOWL for a master plan of the whole system.
It was agreed to hold an Ad Hoc meeting on the second Thursday, January 8th at 5:30 p.m. prior to a City meeting at 6 p.m.
Concerning Parametric Earthquake Insurance, the City approved by consensus to be included in a sample event to get costs. Sue noted the maximum payout is $500,000 and compared that to the current cost of the City’s roof repair of $175,000. She called the $500,000 “nothing,” as the City puts out $11,000/month for insurance. “Doesn’t even pay for cleanup,” she stated.
The City questioned Aurelian Montane of Sierra Mountain Auto Sales, LLC on his business license fee of $70.40 for a gross receipt of less than $10,000 annually. Montane explained he buys cars from auctions and sells to dealerships and there would be no cars on Loyalton streets. He stated he was “trying to invest and make a little bit of money.” Councilman Jerry Gerow moved, seconded by Bill Mertton and approved. Other business licenses were approved for Lily B. Tizer for Home Watch Program, a physical check on homes and Frank Hermann Rieger of Gigawatt California LLC dba Sol-Up, for solar panel installations out of Las Vegas.
