SENATOR GAINES SLAMS STATE WATER BOARD’S DECISION TO EXTEND DROUGHT REGULATIONS

SACRAMENTO – Senator Ted Gaines (R-El Dorado) today reacted to the California State Water Resources Control Board’s decision to extend the state’s emergency drought regulations. By voting to extend the regulations, urban water districts will be subject to an additional 270 days of consumption reports, “stress tests,” and water-use cuts.
 
“This decision is blind to the plain fact seen on every mountain, river and reservoir in the north state. We are flush with water, and they know that, but this lays bare their “permanent drought” plan that will let them limit and control water use forever to meet their environmentalist agenda.
 
“There has been so much talk about “sanctuary cities” and “sanctuary states” lately, all relating to immigration. But now I’m convinced that California citizens need a sanctuary from unelected bureaucrats who won’t call off the drought when people are all but having to canoe to work because of the rain.
 
“The state needs to waive every rule, expend every dollar it has to get Sites Reservoir built and complete other surface storage projects so we can bank more of this water instead of letting it run out into the sea. Even a Sacramento bureaucrat with an agenda couldn’t fail to see the drought is over if we have more reservoirs filled to the brim.”

'The call for an investigation into election fraud is valid'


WASHINGTON, DC, Feb 3 - President Trump was dismissed out of hand when he called for an investigation of voter fraud.  Former president Barak Obama even called it "fake news."  So why does the respected and widely quoted Pew Center on the States say that there is "susceptible to fraud."   Pew concluded that there is "evidence that America's voter registration system needs an upgrade."


The fact of the matter is that Pew's research showed that "approximately 24 million-one of every eight-voter registrations in the United States are no longer valid or are significantly inaccurate.  More than 1.8 million deceased individuals are listed as voters.  Approximately 2.75 million people have registrations in more than one state."


Dan Weber, president of the Association of Mature American Citizens, says he is dismayed to see that there is opposition to finding out "just how extensive is voter fraud in the U.S.  We ignore the fraud potential at great peril to the nation.  Whether you are a Republican, a Democrat or an Independent voter we need to at least be concerned by the threat.  Thus, Mr. Trump's call for an investigation is, indeed, a legitimate one." 


Weber cites numerous reports from authoritative sources that the fraud is real.  Most recently The Detroit News found voting scanning machines at 248 of the city's 662 precincts - 37 percent - tabulated more ballots than the number of actual voters counted in the poll books.  The discovery was made when Green Party 2016 presidential nominee Jill Stein's called for a recount in Michigan. 


"Bear in mind, it was election officials who conducted the recount," Weber notes.  He points out that a few years back the Wall Street Journal reported that "coercion and chicanery are made much easier by the excessive use of absentee ballots.  Most of the elections thrown out by courts-Miami, Florida's mayoral election in 1998, the East Chicago, Indiana's mayor's race in 2005-involved fraudulent absentee votes."


The AMAC chief points out "there are some who want to suppress an investigation of voter fraud because it is, indeed, widespread.  But, whether that is true or not is not the issue.  The issue is that our election system is vulnerable and only a broad-based investigation can find the vulnerabilities.  We need to know who is perpetrating the fraud and why.  We are a democracy in which every vote counts, but we must have fair and honest elections.  It is a sacrosanct tenet of our national culture that must be protected at all costs."

​SCHOOL DISTRICT RECEIVES LARGEST REBATE FOR ENERGY EFFICIENCY IMPROVEMENTS  EVER AWARDED BY LIBERTY UTILITIES

Lake Tahoe, CA  February 2, 2017.  Liberty Utilities recently awarded the Tahoe Truckee Unified School District (TTUSD) a rebate check of nearly $20,000 for improvements made in 2016 to increase energy efficiency at two school facilities.  The rebate represented the largest incentive payment provided to any commercial customer by Liberty Utilities since it began operations in the Lake Tahoe and surrounding region.
       In addition to the $19,638.42 rebate check, the school district will also realize more than $15,700 in annual energy bill savings.
            TTUSD earned the rebate by making the following energy efficiency improvements:
  1. At Glenshire Elementary School, TTUSD made 765 interior LED lighting retrofits with occupancy sensors at a cost of $4,415.52.
  2. At North Tahoe High School, TTUSD made 953 interior LED lighting retrofits with occupancy sensors and replaced 71 exterior light poles with LED lighting at a cost of $15,222.90
Superintendent Rob Leri shared, “Environmental stewardship is a priority throughout the Tahoe Truckee Unified School District and community partnerships are a key component to the success of the district’s programs. We appreciate the financial savings we’re earning through Liberty Utilities as well as the educational opportunity to empower our scholars to be environmentally responsible citizens.”
“We’re very happy to present this check to the school district,” stated Travis Johnson, Liberty Utilities’ Vice President.  “Any time we can reward a customer to making changes that not only reduce the demand on our system but also benefit our environment, it’s a good partnership.”
       Liberty Utilities’ energy efficiency program is approved by the California Public Utilities Commission as a way to encourage commercial customers to reduce their electrical use through efficient energy measures, known as demand management.  Technology improvements, such as LED lighting and occupancy sensors, make these efforts affordable. 
       Another benefit of Liberty’s energy efficiency program in the schools is the opportunity it provides for teaching environmental values where the school district can lead by example.
       “Our customers tell us that taking care of the beautiful environment we live in is very important to them, and this program is a great tool for us to do just that with our customers,” added Johnson.

THE BOARD OF SUPERVISORS OF THE COUNTY OF SIERRA DO ORDAIN as follows:
Ordinance Section One:
Section 2.04.070 of the Sierra County Code is amended to read:
2.04.070 Supervisors' Salaries
(a) Purpose and Intent
The Board of Supervisors finds that it is important that the compensation paid to members of the Board of Supervisors is established in a manner that will serve to encourage a cross section of the members of the community to run for the office of Supervisor. The Board further finds that the demands of the office of County Supervisor typically requires the devotion of considerable time, both in gathering information and in representing the citizens and the County in various meetings, which are in addition to the regularly scheduled meetings of the Board of Supervisors.
The Board finds that it is appropriate for the Board to adjust the compensation received by Board members in order to (1) adjust the salaries for Supervisors as has been done for the County employees; (2) provide for an increase to offset for increases in the cost of living and (3) compensate Supervisors for the loss of longevity pay increases to promote continued service.
Salary
Supervisor for District 1, shall receive a salary of $3,374.27 per month; Supervisor for District 2, shall receive a salary of $3,668.88 per month; Supervisor for District 3, shall receive a salary of $3,237.40 per month; Supervisor for District 4, shall receive a salary of $3,237.40 per month; Supervisor for District 5, shall receive a salary of $3,374.27 per month. At the time that any Supervisor is sworn in they shall receive a salary of $3,400.00 per month. The Chairperson of the Board of Supervisors shall receive an additional stipend of $200.00 per month.

Senator Gaines Comments OnCalifornia's Massive Snowpack

SACRAMENTO - Senator Ted Gaines (R-El Dorado) reacted to the results of this morning's California snow survey, a measurement of the water content of California's snowpack. This monthly survey is used to determine the amount of runoff the state can expect throughout the spring and summer. Typically, melting snow provides roughly 30-percent of California's water supply.


"This snow survey proves that California's stormy January was a drought-buster. The state is buried under a thick blanket of snow that will keep our reservoirs full all through the summer and make this a better year for recreation, agriculture, and for people who have had to cut back on personal water use.


"But all this water also highlights that staggering lack of foresight and political will on the part of politicians who have neglected to build enough water storage to keep up with our growing population. The Sacramento River was recently surging with enough water every day to supply the needs of 150,000 families for an entire year. But instead of capturing that water in reservoirs it was being diverted into open fields or running out into the sea.


"It won't matter how much rain and snow we get if we don't have a way to store it and move it around the state. This extraordinary winter is a gift but we aren't ready to accept it. I'm tired of delays. I want to see concrete and steel in the ground, workers and bulldozers in action so the next time Mother Nature opens up, California can capture the water it needs."

DON’T LET A DUI SACK YOUR CELEBRATION

SACRAMENTO, CA – On Sunday, February 5, football fans across the country will gather with friends and family to celebrate America’s most-watched national sporting event, the Super Bowl.  Before the big game, the California Highway Patrol (CHP) is reminding all motorists to designate a sober driver in advance.
 
The game plan for the CHP and law enforcement throughout the state is to encourage the public to make arrangements beforehand and prevent drivers from getting behind the wheel after drinking.
 
“Drunk driving continues to be a serious and deadly problem,” CHP Commissioner Joe Farrow said.  “While many will be watching the football game, our officers will be out patrolling the highways to ensure motorists arrive safely at their destination.” 
 
During last year’s Super Bowl, one person was killed in an alcohol-involved collision and 52 others were injured on California’s roadways.  That same day, there were 360 arrests made by the CHP for driving under the influence (DUI).  Consequences of a DUI arrest are jail time, the loss of a driver license, higher insurance rates, court fees, car towing and repair, and lost wages from time off work.
 
“There are no excuses when it comes to driving under the influence,” Commissioner Farrow added.  “Alternative transportation is easily accessible in California, so celebrate responsibly and plan ahead.”
 
If you plan on hosting a Super Bowl party this weekend, help ensure the safety of your guests by serving non-alcoholic drinks and helping your guests find a safe ride home. 
 
The public can help by calling 9-1-1 if they suspect a drunk driver.  Callers should be prepared to give the vehicle’s description, location, license plate number, and direction of travel.

Return of Winter Storms Will Impact Northern California Travel
Forecast calls for significant mountain snowfall and valley rains
 
MARYSVILLE – Caltrans is alerting motorists traveling in the Sierra foothills, mountain areas or over the Donner or Echo Summits to be prepared for winter driving conditions, especially at the higher elevations and in the Lake Tahoe Basin. Motorists should also expect delays caused by heavy rainfall in Valley areas which may increase flooding risks.
 The National Weather Service has issued a Winter Storm Warning through Saturday, with snowfall totals through Tuesday, February 7 predicted to exceed four feet of new snow on summit passes. Additionally, forecasts call for over four inches of rain in Valley and foothill regions. A break in the storm Saturday afternoon to Sunday afternoon may occur with rain and snow returning Sunday evening. High wind gusts are also anticipated with these storms, raising the risk of falling trees and low visibility driving conditions.

Chain restrictions are likely on Interstate 80 over Donner Summit and U.S. Highway 50 over Echo Summit, as well as in the Lake Tahoe basin. Motorists are required to carry chains even if driving a four- or all-wheel drive vehicle with mud + snow rated tires.
 Motorists traveling over Echo Summit, or other Tahoe Basin/Sierra area roadways, may be held intermittently for avalanche control. While Highway 89 over Emerald Bay is currently open, it may close again due to avalanche hazards. Traffic on Interstate 80 may also be held intermittently to clear any traffic incidents or if low visibility conditions occur. Motorists are cautioned to watch for mud and rock slides on mountain roadways.
Caltrans snow removal and winter roadway operations will continue around the clock. Motorists are instructed to keep a safe distance between their vehicle and Caltrans equipment and only pass when the whole roadway ahead is visible.
